lets assume there is a single resync marker
we decode the first slice that starts before the resync marker
and once we are done with it we find ourselfs at the end of the
bitstream but without a complete image
with your patch we end here
before your patch we search for the resync marker and find it and
then decode the second slice
this problem has nothing to do with hwaccel,
ff_h263_find_resync_marker() is not called outside hwaccel
[...]

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
