As an author I don't really care if the "This file is part of..." sentence is
there but I do care about it being correct if it is present.
However, I prefer consistency - so either remove it everywhere or have it
correct everywhere.
So I suggest to apply this and if there is someone who wants to write a patch
removing all these I will not object it.
