A lot of last century's crappy OSes have a very weak implementation of
iconv, or no iconv at all, so GNU released their very complete iconv
implementation for the glibc as a separate library. Of course GNU/Linux does
not need it at all.

IMHO, since this is adding a feature, just add it so it works for the
platforms you can readily test, and let someone else submit a configure
patch to get it working elsewhere if necessary.
