Why only FATE, why not enable it in general? Supporting both libswscale
and libavresample is a pain for application developers, but you need it
if you want your application to be reasonably compatible with standard
builds of both libraries. It would be so much easier if you could just
rely on libavresample.

Or at least provide a compatible API.
