[FFmpeg-devel] [PATCH] web/consulting: Replace "has commit rights" by "is maintainer"

Since the switch to git more and more developers maintain their code
using their own repository. Thus "commit rights" has become a quite
inappropriate factor.
Also single user git is much more scalable (see the Linux kernel)
and discriminating against people using the more scalable system is
not so good.
Note years/dates are not checked. They may need updates.
If yours is wrong dont hesitate to scream at me or fix it.
