FFmpeg already leverage hw codecs.

libstagefright is a piece of crap, unmaintained by upstream and the
integration in FFmpeg is buggy, stupid and unmaintained.

Btw, maybe your employer should stop adding media libraries (VAAPI, QSV
and yami now) and actually fix them, like the 11-ref frames issues.
