Yes, but you have to specify --arch and --target-os, and not sure if disabling runtime-cpudetection would work etc.
It's even more annoying if you want to compile for 32 bit on a 64 bit system (you can use -m32 at least in some cases, but this seems simpler and more consistent).

Ok, I'll try to improve the commit message, but where else to document it/how?
--help doesn't seem like a good place for long explanations (though maybe I can think of a better short explanation).
Maybe "select a different toolchain without cross-compiling, e.g. for compiling for i686 on a x86_64 system or with mingw64 on cygwin"?
