make uses the init file here. makeinfo is texi2any 6.3

     makeinfo --html -I doc --no-split -D config-not-all 
--init-file=/ffmpeg/src/doc/t2h.pm --output doc/ffmpeg.html 
/ffmpeg/src/doc/ffmpeg.texi


Can you run this on the server to check if subsubheadings are rendered?
