[FFmpeg-devel] [PATCH 2/2] avcodec/aacdec_fixed: also clip samples on the second channel for stereo HE-AAC

Fixes outputting silence on the second channel when decoding Parametic Stereo
HE-AAC.

Closes ticekt #3361.
