I agree that ml admins are needed and need to take action sometimes.

I *fully disagree* with silent action like it happened in this case.

If such an action is taken, that should be clearly communicated
right here; and what it is about, how long it will last and what's
going to happen with the queued emails.

The decentralized/freedom aspects of email are a strong part about
what makes email good.
