 You might be on to something here...
 I just ran a test with the original file (
 https://www.dropbox.com/s/go0hg21gnjtlz3z/GOPR0358.MP4?dl=0 ) and now the
 GOP structure is as expected (M=3, N=12). Will run some more tests with
 other files.
