Comment (by aleksid2):

 Source video shows 3 static images, they advance every 10 seconds, total
 duration is 28 seconds.
 1920 x 1080, 30p.

 It seems that libx264 incorrectly encodes such visual content with 1-pass
 8000k bitrate mode.
