 I just tried the build 2022-10-06-git-2c2aaa5bd0 downloaded from
 https://www.gyan.dev/ffmpeg/builds/

 I see exactly the same behavior as seen in 5.1.2.

 The camera model is AXIS P3265-LVE Dome Camera - 9mm. It has been updated
 with its latest firmware.

 It successfully decodes when QSV is not specified. It successfully decodes
 when PS Enabled = true. It fails when using QSV and PS Enabled = false.
