 Summary of the bug:

 Accented ó character when used with 'concat' crashes ffmpeg.

 How to reproduce:

 create 2 files (contents are immaterial, can be empty):
 Tóp - Part 1.mp4
 Tóp - Part 2.mp4

 create a file, CONCAT3.TXT containing:
 file 'Tóp - Part 1.mp4'
 file 'Tóp - Part 2.mp4'

 run the command:
 ffmpeg -f concat -safe 0 -i CONCAT3.TXT -c copy "out.Tóp_CONCAT.mp4"
