 I am surprised to learn that ffmpeg does not provide libsvtav1 decoder. I
 have ffmpeg compiled with SVT-AV1 support linked with `-lSvtAv1Dec
 -lSvtAv1Enc` however only encoder is available.

 Please add decoding support for svtav1 so one does not need configure
 build like svtav1 encoder + libaom decoder.
