 Same happens with this H264 sample: https://github.com/Svechnikov/ffmpeg-
 cuda-deinterlace-problems/blob/master/samples/input/weave-problem.ts

 ffmpeg.exe -c:v h264_cuvid -deint bob -surfaces 8 -i weave-problem.ts -c:v
 h264_nvenc -y output32r32.mp4

 But not with surfaces 9.
