 I'm definitely willing to adjust the way I process/create the files to do
 it the right way, so could you help me understand what needs to be
 adjusted to accomplish that?

 From my understanding, Fragmented MPEG-4 is so the init section and the
 data are separated and can be combined like this for HLS playback, but is
 that incorrect?
