 Looking at this problem again, I do agree that the logic is clearly too
 confusing. There are too many special cases and interacting code paths.

 I propose we just revert the problematic cedf5 for now, which produces
 behavior identical to the status quo.

 We can fix it properly as part of the planned refactoring efforts.
