 His source is Blu-ray, you cannot just quote the standard like this, it
 may be encoded using non-IDR frames throughout. Anyway, I think I need to
 show at least some proof: here Elecard 2023 shows that your first slice is
 actually non-IDR I frame. https://i.imgur.com/0V2RiWG.png (see it says
 nal_unit_type 1 (slice_layer_without_partitioning()))
