 Yes, but "encoded using non-IDR frames throughout" means there are IDR
 frames throughout as well . It is encoded with non-IDR throughout - The
 problem as mentioned before, and again in ticket 11055 is cuts/appends
 along non IDR boundaries

 And the free analyzer I linked to above confirms the same thing as Elecard
