 No, the GOP starts with 2 B frames in coding order, they cannot be fully
 decoded, decode corrupt, which you can still see with ffmpeg  -flags2
 +showall  -i "Ticket 11055.m2ts" cdasca.png


 They are needed to decode frames after I frame. You cannot drop them.
