 No , there are always many IDR frames in retail blu-ray

 IDR frames are present at every chapter point at the miniumum. Have you
 ever looked at a retail blu-ray ?

 As I mentioned earlier, some BD's have 100's of frames before the next
 IDR, but IDR's are always interspersed between non-IDR .

 And you don't need to "guess" anything -  that why I mentioned using
 stream analyzers such as Elecard in ticket 11055
