Check out the 18 seconds picture. There can be 6 levels of B frames
depending on the other frames. See, e.g. this crazy sample:

The moment we get even some B frames we need to reorder... As first layer
of B frames can only depend on I frames and P frames they always must be
decoded before those I frames and P frames. But in presentation they can
be after, or before.
