 Am I correct in understanding that "POCs" here refers to "Picture Order
 Count" as described in e.g. https://www.vcodex.com/h264avc-picture-
 management/ ? Or is it some other acronym?

 I don't know H.264 format very well. It may be that anyone who knows H.264
 well enough to help diagnose this ticket might also know what you mean by
 POC. Sometimes, however, less expert people read bug reports and might
 even make contributions, and I would like to help them (and me) follow
 along.
