 Recovery frames are tagged as keyframes because THEY are keyframes.

 I imagine if we get avc stream in a file it should warn that first frame
 is not IDR (there are 2 types of IDR in AVC spec). But in the stream it is
 useless, the stream can start with any keyframe, of course.
