 Summary of the bug: ffmpeg crashes while encoding mp3 using libmp3lame on
 Windows ARM64

 How to reproduce:
 {{{
 % ffmpeg -i a.wav a.mp3
 }}}

 Both 7.0 and 7.1 are affected.

 Note: ffmpeg was built using vcpgk.
 Note: lame.exe crashes as well, so the issue is likely in mp3lame
