 Yes, everyone (Android) uses libfdkaac. MS binary decoders for eac3 are
 used by chrome and free hevc hw decoder from microsoft store is used not
 ffmpeg, EAC3 Atmos decoder is Dolby Access.

 You do. it is called zscale that uses WTFPL license anyway.
