 Your guess is right....

 After your comment I searched my system and found an older libplacebo-dev
 package.

 Somewhat odd as I build libplacebo myself, probably was brought in as a
 dependency of something else, but it had no dependants, so was safe to
 remove.

 removing the old package fixes the problem.

 This can be closed.
