The question is asked there "how?", but no answer.

A commit thread

	[FFmpeg-cvslog] mpegtsenc: set Random Access indicator on
	keyframe start packets

suggests that it's already IN ffmpeg.

If it is, how can I enable the "Random Access indicator" in my stream
transcode command?  I'm not sure it's the answer, but it seems like it's
worth a try at least.
