No, I'm happy enough about the recognition and display of the stream.
I'm questioning the "why" of FFMPEG classifying the (0x1bf) stream as
being stream 0 which is exactly what it was doing in my initial post.
I had always thought the term #0:0 -always- meant the video stream.
Would it be the case that FFMPEG concentrates its  attention on the
[0x1e0] ... type of description (that sounds muddled I know).

e.g. 

Here's the O/P from a dvd vob file using current FFMPEG (Win)
Note that #0:0 _IS_ a video etc and that the nav_packet is placed last
All well and good to my expectations and way of thinking

Input #0, mpeg, from 'e:\saturdays\kw.vob':
  Duration: 00:10:59.62, start: 3660.168000, bitrate: 6568 kb/s
    Stream #0:0[0x1e0]: Video: mpeg2video (Main), yuv420p, 720x576

    Stream #0:1[0x81]: Audio: ac3, 48000 Hz, 5.1(side), fltp, 448 kb/s

    Stream #0:3[0x1bf]: Data: dvd_nav_packet

But in contrast, my initial post shows a stream as below

Input #0, mpeg, from 'z:\video_ts\vts_01_1.vob':
  Duration: 00:09:10.19, start: 0.228544, bitrate: 5743 kb/s
    Stream #0:0[0x1bf]: Data: dvd_nav_packet     <<<< This bit here -)
    Stream #0:1[0x1e0]: Video: mpeg2video (Main), yuv420p, 720x576
            [SAR 16:15 DAR 4:3], 25 fps, 25 tbr, 90k tbn, 50 tbc
    Stream #0:2[0xa0]: Audio: pcm_s16be, 48000 Hz, 2 channels, s16,
1536 kb/s

The streams are what ... misnamed ...? This confuses me
especially if I'm a habit of re-mapping particular expected 
streams - only to find out they've been called something else.
So. I'm just seeking enlightenment.
