[FFmpeg-user] -threads option has no effect

My point was that it is possible that when you set 
one thread for encoding but the encoder is still 
very fast and leave the number of decoding threads 
at its default value of "0", then your process 
would could still use all CPU time available on 
all available cores (for example for h264 decoding).
