[FFmpeg-user] Use of -ifo_palette

That feature was not merged to a 2.4.x release yet. You will need to
build from git (or grab a build which was made from git) to get access
to that feature.

I'm not sure of the process, but that feature may be added to a
follow-up 2.4.x release if you ask for this.
