[FFmpeg-user] http_persistent not honored when encryption is enabled

Update:

We tried to "bisect" the issue using the Zeranoe win64 static
builds. The last version with which the issue doesn't appear
is the one built on 2019-08-16 (c294f38), the first version
where it does appear is the one from 2019-08-18 (1965161 or
cff3090, either one has the issue). We suspect that the
issue is a regression and is introduced in
cff309097a3af4f7f2acb5b5f9fb914ba9ae45c3.
