Not really.  Intuitively, it should be rather obvious.  Consider the
usual case of a high bitrate video stream, and a low bitrate audio
stream.  I'd say proper interleaving is when the audio TS packets are
equally spaced, rather than coming in bursts, as would be the case if
interleaving only on the PES level.  Restricting the PES size to
something fairly small, such as 2kB on DVD, is probably good enough,
though.
