[FFmpeg-user] mpeg4 encoder using qscale to set open VBR seems broken?

Please either find the change introducing this regression 
or (if you want me to find it which I will do) please 
explain how I can reproduce the regression, ie how do I 
know that the output is broken?

Or does the command simply fail? (Complete, uncut console 
output missing.)
