Dear Carl,

just tested it
VLC 2.1.6 on Ubuntu 14.04: Detects metadata as 100 fps, but plays fine (right speed, all in sync).
VLC 2.2.2 on Windows 7 Enterprise: The same
DragonPlayer 2.0 on the same ubuntu: Plays too fast, and stutters
SM player 0.8.6 on the same ubuntu: Plays fine, but detects 100 fps
WMP on the mentioned windows: Runs fine (although weird audio effect)

-> it's not only Adobe Premiere, but most players seem to deal fine with it.
