You are perfectly right to correct me. There was an implicit hypothesis in
my statement: that all strings that the program deals with are in the same
encoding, and all peers for input and output agree with this.

If the program deals with text coming from foreign sources, it must handle
the encoding (either keeping it as ancillary data or converting to a common
encoding).

Fortunately, this hypothesis is true for filenames in ffmpeg (while it is
not, for example, for metadata).
