Ok, I'll trust you completely ;-)

Success, --disable-neon and -cpuflags -neon did the trick!
Tested a down-scale with:
$ ffmpeg -cpuflags -neon -i
http://santai.tv/vod/test/test_format_1.mp4-acodec copy -vcodec copy
-s 640x360 -level 21 -refs 2 -b 384k -threads 0
